Vaccine nationalism emerged during the COVID 19 pandemic when countries prioritized domestic vaccine access over global distribution. A 2020 analysis found that high income countries representing a small share of the world population had reserved over half of the doses of leading candidates. Canada reserved enough doses to vaccinate its population several times over. The European Union implemented export controls on vaccines manufactured in Europe. India restricted vaccine exports during its second wave. South Africa and India proposed a TRIPS waiver for COVID vaccines, which was opposed by rich countries. The TRIPS waiver was eventually adopted in a limited form in 2022. Vaccine nationalism delayed global vaccination. Some experts argued that low global coverage increased the risk of new variants such as Omicron emerging. The COVID experience motivated discussions about a pandemic treaty to ensure equitable access in future health emergencies.
