About Vaccine Mandates

Vaccine mandates date to the first compulsory vaccination law in England in 1853. Jacobson v Massachusetts 1905 upheld the authority of states to mandate vaccination during outbreaks. All 50 US states require childhood vaccinations for school entry, though exemptions vary. Exemption rules vary by state and have changed over time. California eliminated nonmedical exemptions in 2015 after a measles outbreak linked to Disneyland. COVID 19 vaccine mandates were implemented by many employers and governments in 2021. President Biden mandated vaccination for federal workers and contractors. The Supreme Court blocked the OSHA vaccine or test mandate for large employers in January 2022 but upheld the CMS mandate for healthcare workers. Vaccine mandates remain politically divisive. Mandates have been effective at increasing vaccination rates but generate political backlash.
