France has historically had some of the lowest vaccine confidence in the world. A 2016 multi country survey found that about 41 percent of French respondents disagreed that vaccines are safe. The French government made 11 vaccines mandatory in 2018, up from 3 previously. The mandates covered diphtheria, tetanus, polio, pertussis, measles, mumps, rubella, hepatitis B, Haemophilus influenzae b, pneumococcus, and meningococcus C. Vaccination coverage increased significantly after the mandates. France had a hepatitis B vaccination controversy in the 1990s when the vaccine was alleged to be linked to multiple sclerosis, a link that subsequent studies did not support. The controversy depressed hepatitis B vaccination rates for years. France also had skepticism about COVID vaccines. President Macron initially suggested the AstraZeneca vaccine was quasi ineffective for people over 65. France eventually achieved high COVID vaccination rates.
