A measles outbreak linked to Disneyland in December 2014 sickened more than 100 people in the US, with linked cases in Canada and Mexico. The index case was never identified, though the virus strain matched one circulating in the Philippines. California declared the outbreak over in April 2015. The outbreak prompted California to eliminate nonmedical vaccine exemptions for school entry in 2015, one of the strictest laws in the US. Senator Richard Pan authored the bill. Vaccine rates increased significantly after the law. The outbreak was linked to substandard vaccination rates in some California communities. One analysis estimated that the vaccination rate among exposed individuals was between 50 and 86 percent, well below the 95 percent needed for herd immunity. The Disneyland outbreak became a turning point in the debate over vaccine mandates and contributed to legislative action in multiple states.
