About Vaccine BARDA

The Biomedical Advanced Research and Development Authority BARDA was established in 2006 within the US Department of Health and Human Services. BARDA funds development and procurement of medical countermeasures for chemical, biological, radiological, and nuclear threats, pandemic influenza, and emerging infectious diseases. BARDA funded COVID vaccine development by Moderna, Johnson and Johnson, AstraZeneca, and Novavax. The agency also funded therapeutics including monoclonal antibodies and antivirals. BARDA manages Project BioShield, which provides funding for countermeasures against designated threats. BARDA is funded through annual congressional appropriations. BARDA has been criticized for funding stockpiled products that are rarely used. However, the COVID pandemic demonstrated the value of having a dedicated agency for biomedical preparedness. BARDA was the primary US government funder of COVID vaccine manufacturing scale up.
