Relatively few countries have no fault vaccine injury compensation programs. Germany established one of the first in 1961, and the US VICP began in 1988. Japan, Finland, Sweden, Denmark, Germany, France, the UK, South Korea, Taiwan, and Quebec have programs. Many developing countries have no compensation systems. The COVID pandemic highlighted this gap. COVAX established a no fault compensation program for COVID vaccines in 92 AMC countries, the first global vaccine compensation program. The program provided compensation for serious adverse events without requiring proof of causation. The program received hundreds of claims, a minority of which resulted in payments. Critics argued that the compensation was too low and the process was too slow. The COVAX compensation pilot may serve as a model for future global vaccine injury compensation.
